That was the whole point of the update to the policy. Early Access (the Steam program/project - Steam Early Access) was already covered by their refund policy, while these types of releases weren't (but are now, which is why it's now mentioned there).
PSA: It's possible to use Steam's refund policy to return a gift and allow the purchaser to get their money back. Just thought with the number of new users this year and with it being Christmas and the sale some of you may have gotten game gifts through Steam, and after trying them you know they're not for you.

refund is for BROKEN games with so many technical issues (cyberpunk 2077 at launch) or games you didn't want to buy, but bought accidentally or games that you regret buying, you have 14 days, and under 2 hours of playtime to figure out if you like it or not. if a game sucks 1.5 hours in, it probably won't get any better. 4.
Though even at that time it wasn't correct, since Valve made this policy clear (the one in the OP's screenshot). There is definitely a refund quota that Valve keeps track of, so Steam refunds are really more for "worst cases" - like when a game is released in a disastrous state or runs very poorly.
