For off-campus matters, Binghamton is a historically economically depressed city; there is a very strong argument that it's a part of the Rust Belt, though it's showing signs of recovery thanks to the university being such a powerhouse.This isn't to say that it's a war zone here, but just like any other city, keep your wits about you at night.

Binghamton has a lot of wilderness around, the nature reserve etc. the student body seems more tight-knit and you aren't too far from NYC here which is alright. Safety-wise they are the same mostly! Folks here will warn you about sketchy neighborhoods but Tempe literally has several "crack houses" off campus and in ostensibly good neighborhoods.
