In response to the shortage of clothing materials and labour due to wartime austerity, the Government's Board of Trade put the Utility Clothing Scheme in place in order to standardise the production, sale, and purchase of clothing in wartime.
Pattens, also known by other names, are protective overshoes that were worn in Europe from the Middle Ages until the early 20th century. In appearance, they sometimes resembled contemporary clogs or sandals.
