   I resolved the issue by reinstalling W7, installing system drivers, fully patching the system via Windows Update, installing VS2008, fully patching the system via Windows Update, installing SP1 via the ISO, then finally patching via Windows Update. Restarts were done after each step to ensure that the services were still operating properly.
