After 1-2 days I notice the firmware had updated and the serial # was correct. Just give it time. It freaked me out too. I think the serial number has to update to each airpods pro before the firmware updates. 480951 and TinyChip.
I don't know exactly what the serial number indicates. But if you wanted to know if the Airpods were legitimate, contact Apple and provide them the serial number. Apple can verify the legitimacy. Also, I looked at the listing. Seller has a decent history and accepts returns.

Sometimes this does happen on accident by an Apple Genius Bar employee fat-fingering a serial. I'd put in a claim to eBay because you will never be able to get service for that device at any Apple store or an Apple Authorized Service Provider. There are also other scenarios involving cloning serial numbers and Applecare fraud as well.
Something similar also happened to my iphone 8 Plus few years ago. Of course at the time the serial number was not randomized so like post #10 indicated, since it's not randomized the serial number could be spoofed. However my case was my phone screen was shattered to pieces and the phone was bent.
