    To MS, "support" is a "cost center", a loss. It supposedly does nothing to generate income for MS. So, they outsource live support to unskilled, "ESL" minimum wage staff. If you want anyone with any "power" at MS to see your complaints, submit "feedbacks" to MS, one feedback per complaint (the more feedbacks, the merrier).
