Interestingly, when I installed Office 2003 on a new Windows 11 computer, I expected to have to find a way to download the Compatibility Pack, but the first time I tried to open a .docx, it just did it! (With a message, occasionally, but it did/does open it.) I think the stuff I copied from my old profile (including Downloads) must have included something that made it work.
