There is the song Nora u Norawea wich suggests that Nora is part of or short for another word, Norawea. My own interpretation is that Nora simply means people and wea means Mother.

NORAD is pretty high profile, it's world famous and has tourist visits (according to the documentary Wargames). If you want to keep your top secret base a secret, you shouldn't put it next to somewhere world famous. NORAD is a military target even if you didn't know there was a double-secret base underneath it.
I'll answer very generically -. NORAD/NORTHCOM is fine, it's second or third fiddle these days on Peterson/Colorado Springs, but the two Commands are fine.
