Try going into the .minecraft\versions and .minecraft\libraries\net\minecraftforge\forge folders and deleting the folders for that version of Forge before re-installing. This is my Forum Signature, I am currently attempting to transform it into a small guide for fixing easier issues using spoiler blocks to keep things tidy.
C:\Program Files (x86)\Minecraft\runtime\jre-x64\1.8.0_151\bin\javaw.exe it claims it doesn't exist, I also tried directing it to the java folder but it freaked out. So I copied the folder instead and put it with the other java version in the Minecraft runtime folder.

So I just installed minecraft forge for 1.12.2 yesterday and been trying to work, but each time I try to play it it either stops the launcher from responding or says the game crashed. I have tried deleting and then reinstalling multiple times. I'm on Windows by the way.
