I've been on Etsy, and selling on Etsy, since 2010. About a year ago we started a move across country, and I took my listings off because I didn't have time to focus on them. In those 13 plus years, I never once got a scam message. Never. My shop never shut down, only the listings removed, so I put two listings up last night.
Ugh. yes. i opened a 2nd shop for completely diff products then decided i wanted to just merge it with my original shop and it was the worst idea ever. i wish i had just kept the 2 shops separate because now i have so many products/ different products that its confusing to see on my shop so im now phasing them out.
It's a direct link to Etsy’s Trust and Safety team, so a detailed and apologetic letter here might just be the ticket for a reopened shop— or at least, buyer privileges. That said, hearing back from this team is increasingly rare. It's also often ultimately fruitless when you do hear back from them.

In any case, the process was slightly different when setting up a shop under my personal etsy account. First, I was required to create a listing before setting up Billing. Then once I got to the Billing section, I was given the option of selecting a credit card that Etsy already had on file or inputting a new one.
Etsy will "suggest" you make 10 listings to fill your shop during the startup phase. You don't have to though. You'll have to publish at least one listing to get through the store setup.
