For anyone else with the same issue I've found out that the solution is to add the Epic game launcher (NOT Pinball FX) using the add a non-Steam game, then in Steam select a suitable option under Manage->Controller configuration, which for me was the default gamepad option. So i closed the Epic Games Store in the Windows System Tray (the arrow next to the windows clock) and opened it again in administrator mode. Then, I started the download again and it did well (in my case around 10MB/s), but in some cases it can return to the 0.00B/s problem. If it occur you have to repeat the process, closing and opening again ...

Epic is wonderful because gives more porcentage of earnings to Devs and Studios. Beyond that... well, there's the free games, but that comes with a catch. That catch is that some games are base games wth a lot of DLC (that's the business) or, very cheap games that usually cost 1-4 USD bundled or historical low.
I had the same issue, though I was trying to download the games from the installed Epic Games launcher on my PC. I tried accessing the Epic Games store from my web browser instead (Google Chrome) and it worked, I was able to download 18+ rated content. So in my case it was a launcher issue.
