They don't want you to be able to use anything linked to it to try and open another Paypal account. Advice is voluntary.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country. Hello @tzemilesina1970 -. Thanks for reaching out and that is a great question! Once an account is closed, that information used on a new account you create without issue. So long as everything goes smoothly with closing the account, you can re-use the same email address, phone number, and financials.
