We welcomed siblings at all parties but limited the number of friends to the ones we heard on a daily basis. Honestly, I've hear the 'rule' of the same number of guests as the child's age.
Unless that parent for some reason doesn't open it even after re-sending (I use paperless post, which doesn't get sent to spam like evite often does), then I either catch them in person to ask or send it to the other parent. But honestly, the switch to paperless post made a huge difference in people seeing and responding to the invitations.
