The main workaround I've found is to install the games via the Microsoft Store App, instead of the Game Pass App. That's how I was able to get Halo MCC downloaded. Hopefully they can work on a fix or update soon. I can't get the Xbox PC app to recognize that I have a Game Pass subscription.
