At the link above I can't create a ticket, I can start step 1 but there is no button to proceed, to the next step! Tried both in edge and firefox. My issue is that I haven't been able to make a purchase for several days, I only get a "your purchase was not able to start" no failure code or anything to let me know what the problem is.

There is no way to directly open a support ticket. Most menu's end with a "Contact Steam Support" button. If its about a game it gives you information on how to contact the developers. I'm going to call "false" on this one. 1) Can't find any path relevant to my issue: Since LAST NIGHT all my steam games saves have disappeared. No new installations.

EDIT: I solved my problem that I wanted to contact Steam support by removing the game from my wishlist from the client instead of the web browser. I still have no idea how to contact Steam support without contacting them for a refund.
It is not possible to submit a support ticket to Steam manually, and there is no email address or phone number that you can contact for support issues. For any support issues that fall outside of the scope of Steam's support site, your only option is to submit a complaint to the relevant regulatory agency (BBB, FTC, etc.)

They are swamped with people making multiple tickets, so these guys are right. Make one ticket, and wait. They will get to you. After all, you are a paying customer.
