The warbox template is designed to be used on both, however. The parameters are somewhat different between the two (some only apply to wars, mainly), but there's no reason to maintain separate templates now that optional parameters work properly.
In particular, WP:WAF-INFO. There's a reason why James Bond uses the character infobox and Sean Connery uses the person infobox. If the fictional war in Settling Accounts is a military conflict (and it's not because its a fictional military conflict), then James Bond is a person.
We are going to (a) subst {} into each campaignbox, and (b) call the campaignbox directly from the article rather than through the warbox. Both the warbox and the campaignbox will remain templates themselves. The only major difference will be the new way of including the campaignbox in an article. And yes, this is mainly about server load.
