I then re-ran the installer as described in step 6 on the Epic page linked to above, which in my case is C:\Program Files (x86)\Epic Games\Launcher\Portal\Extras\EOS\EpicOnlineServices.msi and the installer ran successfully fixing the issue. Hope this helps someone.

I had the same issue, though I was trying to download the games from the installed Epic Games launcher on my PC. I tried accessing the Epic Games store from my web browser instead (Google Chrome) and it worked, I was able to download 18+ rated content. So in my case it was a launcher issue. Hope that may help someone else.
I have tried everything like reinstalling DirectX, reinstalling .NET core, reinstalling Visual C++ 20xx 64 and 86 bit versions, reinstalling the Epic Games Launcher itself, running in as an administrator, running it in compatibility mode, installing some DLLs in System32 and SysWOW64 Windows files, disabling Antivirus, and it still does not open.
