I have Paint for editing and Windows 10 photo viewer for viewing photos. Now in paint, on the top left select>>File Tab>>save as>> and then save it as jpg or png. do it for all your jpeg files. JPEG files are more compressed and slightly lower quality than jpg or png files with a 10:1 compression ratio and the file sizes are smaller.
Right click on one of them, and select "open with" - Try to open with another app available on that list, paint is fine. See if they'll open. If not, it may be a problem with the jpgs instead of photos. Let me know, and we'll figure this one out! - C.
