    Last resort I called Samsung support and to my surprise they resolved the issue and at not cost and no excuse of that it was out of warranty. But this is what they had me do: Unplug everything (yes, everything, except power, obviously) from the back of the TV. Go to Settings and find Reset SmartHub and reset it.

    The solution was to do a "soft reset" of the Smart Hub: with the TV on, press and hold the power button on the remote. The TV will turn off, and then turn on again. After it turns on, it had reset the Smart Hub connection correctly. We were then able to accept the Terms & Conditions and set up all of our apps.

App can be downloaded, as account is log in for short period of time. Account management from web page working normally. Try create new account - same problem.
